These are directories that you list your web site in, but you bid money to get it listed higher than others. They are probably against Google's guidelines about buying links, but that has not seemed to stop anyone paying money to get listed. They are really not that useful to users or surfers as they are never a comprehensive or even a basic list of web sites in acetgory. The only use they serve are to allow webmasters to get more links to their sites.
